You can change the appearance of armour or weapons by finding NPCs who are able to do this for you. Look for smiths or clothes shops.
The craft armour and craft weapons skills are not used, so anyone can design a costume of their liking. There is a gp charge.
Many CEP clothing items can be used, eg cloaks, dresses, kilts, tunics to go over armour, etc.
Not every CEP part is available. CEP crafting is pretty buggy, as players can make clothing which turns parts of the PC's bodies invisible.
Some ready-made designs can be bought from merchants, including the ever-popular chain-mail bikini.
Clothing (and helmets) can also be dyed. Dyes can be made by players. If you find the right materials, feel free to make a lot of them and sell them.
Shields are found as loot. A huge range of different designs can be found in dungeons. Again, if you find a nice one, feel free to sell it on for lots of gold.
